Are State Assessments Informative?

Can we tell anything from state assessments? The Salina Journal’s Michael Strand wants to know.

“considering the goal of the federal No Child Left Behind law is for all students nationwide to be “proficient” by 2014, what does “proficient” mean? As it turns out, “proficient” and those other descriptive terms don’t have a single definition.”

This is all the information we got on the web site of the Journal; the most interesting and informative part of the story is not online. But know that definitions can be made tighter or looser if they are used for different purposes.
