Excellent AND Failing

Southwest Junior High School, in Lawrence, did not make its “Annual Yearly Progress” goal under No Child Left Behind.  Yet it also earned a “Standard of Excellence” from the state.

What gives? Two different ways of measuring the performance of a school.

Of course, there’s another way of judging a school’s performance: Do parents want to send their children there?
