Universal preschool brings less than universal benefits

When she was governor of Kansas, one favored cause of Kathleen Sebelius was universal preschool. But are the benefits worth the costs?

Writing in Education Next, Elizabeth U. Cascio wrote, after analyzing the programs in several states, “even large investments in universal early-childhood education programs do not necessarily yield clear benefits, especially for more disadvantaged students.” Cascio is a professor at Dartmouth College.
